Outcomes Based Accountability

We are leading the campaign to introduce Outcomes Based Accountability.

What is Outcomes Based Accountability?

OBA is a planning process that improves quality of life conditions in communities and improves outcomes for service users.

Find out more in our guide to OBA and how we can help you with it.

What we’ve achieved so far

We’ve directly supported many organisations to design and embed an outcomes based approach and trained over 150 senior civil servants and 200 community/voluntary sector staff across Northern Ireland, as well as statutory organisations and local government.

Our capacity building programme has led to significant development of OBA throughout Northern Ireland and the emerging Northern Ireland programme for government (2016-2020) will be applying an outcomes based approach.

We are also applying OBA throughout the Early Intervention Transformation Programme (EITP), a £30m four-year investment by six government departments and Atlantic Philanthropies, working collaboratively with many organisations to ensure the OBA framework is effectively embedded.

Case studies

We have provided OBA support to organisations and communities including:

  • The Office of the First Minister and deputy First Minister (OFMDFM)

  • Colin Early Intervention Community (CEIC)

  • South Eastern Health and Social Care Trust (SEHSCT)

  • Belfast City Council (BCC)

Find out more about these case studies.

More information on OBA

If you are interested in finding out more about how we can support you and your organisation's use of OBA please contact Frances Lyons, Assistant Director: flyons@ncb.org.uk or tel. 028 9087 5006.

To view our current OBA workshops, visit our training pages here.

Find out more information on the originator of OBA, Mark Friedman and of the Fiscal Policy Studies Institute.

Mark Friedman's book, Trying Hard Is Not Good Enough is also available to purchase.
